The Ministry of Land, Infrastructure and Transport has announced that it will establish a specific national strategy to create a safe and smart national territory for future society through advanced spatial information technology at the national level and will actively promote a specialized AI-based 'Digital Twin National Territory,' drawing extraordinary attention.

 

 

 

This is because digital twin technology is evolving beyond simply replicating the real world in a virtual one to become a more creative and predictive decision support system by applying generative artificial intelligence.

 

 

 

The National Spatial Information Committee (chaired by Minister of Land, Infrastructure and Transport Park Sang-woo) held a meeting presided over by the chairman at the main conference room of the Government Complex in Seoul at 10:00 on the 2nd, and the Ministry of Land, Infrastructure and Transport announced the establishment of the '2025 National Spatial Information Policy Implementation Plan' for the early realization of a digital twin national territory.

 

 

 

The National Spatial Information Committee, composed of representatives from various ministries and local governments to ensure the implementation of the five-year basic plan and policy consistency, has been holding meetings since 2015. It is highly significant that the committee is being held under the chairmanship of Minister Park Sang-woo for the first time in six years, following the meeting chaired by Minister Kim Hyun-mee in 2018, as we have entered the era of digital transformation.

 

 

 

In particular, reflecting the increasing global demand for generative AI technologies such as ChatGPT and rapid technological advancements, the government has demonstrated its determination to usher in an AI-based digital twin era for the domestic spatial information sector.

 

 

 

Digital twin is a technology that replicates the real world in cyberspace as if it were reality. Based on location information, it enables proactive response and management through scientific advance prediction via simulations utilizing various big data related to urban administration, smart management, ESG management, climate change, and natural disasters.

 

 

 

With spatial information that anyone can easily use,

 

Focus on establishing a digital twin of the national territory and revitalizing its distribution and utilization

 

The Ministry of Land, Infrastructure and Transport holds the overarching goal of realizing a world of spatial information safety and welfare based on a digital twin national territory that is easily accessible and usable by all citizens, by integrating generative artificial intelligence technology with these digital twin technologies.

 

 

 

The Ministry of Land, Infrastructure and Transport will invest 580 billion won in funding this year to bring spatial information policy projects to full-scale results.

 

 

 

First, approximately 381.9 billion won is planned to be invested in 104 central government projects and approximately 201.9 billion won in 1,105 local government projects. The key investment areas and major projects to be promoted by the four strategies of the implementation plan are as follows.

 

 

 

First, 68% of the budget and 54% of the projects are concentrated on establishing a digital twin construction and utilization system, while 19% of the budget and 44% of the projects are distributed in strategies to promote distribution and utilization. It is understood that the budget is structured to allow each ministry and local government to focus on building digital twins and promoting their distribution and utilization.

 

    

 

In addition, projects worth 399.3 billion won will be actively pursued by strategy to promote the systematic expansion and convergence utilization of digital twin national territory, including the establishment of databases and the development of standards.

 

 

 

In addition, the Digital Twin Competitiveness Enhancement Project (Ministry of Science and ICT, 6.18 billion won) and the Standard Development Cooperation Agency Support Project (Ministry of Land, Infrastructure and Transport, 530 million won), which develops digital twin national territory standards and promotes international cooperation, have been allocated.

 

 

 

In addition, as a strategy to promote the distribution and utilization of spatial information, 109.5 billion won in project funds will be invested in supporting the collection, management, and distribution of high-precision spatial information, as well as platform improvements and maintenance to enhance accessibility.

 

 

 

In particular, 2.06 billion won was allocated for the digital twin national land service infrastructure construction project to upgrade the Ministry of Land, Infrastructure and Transport's K-GeoP ('P' platform) and V-World, a public service platform, and a total of 31.1 billion won was allocated for the upgrade and maintenance of spatial information systems and address information systems for each local government.

 

    

 

'K-GeoP' is a platform that builds an integrated database of 1,241 records of 205 types collected from 107 systems of 65 institutions and provides it for administrative support and spatial information utilization services, and the V-World platform supports the creation of new industries by linking publicly available information among the spatial information collected by K-GeoP and providing APIs to the public and private sectors.

 

    

 

In addition, 75 billion won in project funds has been allocated to lay the foundation for industrial growth and revitalization, develop innovative technologies, and improve various systems including security regulations.

 

     

 

Looking at the details, funds are allocated to the spatial information industry survey to assess the overall status of the spatial information industry every year (Ministry of Land, Infrastructure and Transport, 290 million won), the security review and safe zone operation project to support private sector utilization of restricted spatial information (Ministry of Land, Infrastructure and Transport, 340 million won), and the development of marine spatial digital twin technology to analyze and predict the impact of marine use and development activities on the ocean (Ministry of Oceans and Fisheries, 6.67 billion won).

 

 

 

In particular, a noteworthy aspect of this announcement is that the second phase of the Digital Twin National Territory Platform advancement project is set to begin in earnest.

 

 

 

This is because the plan for this advancement includes the application of cutting-edge convergence technologies, such as advanced artificial intelligence (AI), cloud-native, and quantum cryptography, to immediately respond to market changes where the demand for and potential for utilizing large-capacity 3D spatial information have increased.

 

 

 

Native cloud enables greater flexibility and scalability than traditional cloud methods by allocating and utilizing resources at the service level rather than the system level, allowing the system to automatically allocate internal resources individually based on usage.

 

 

 

In addition, quantum cryptography is a security technology that utilizes the properties of photons (light particles), which are sensitive to external access, to immediately detect hacking and eavesdropping attempts and notify senders and receivers; it is expected to fundamentally block the hacking crimes that have been occurring one after another recently.

 

     

 

An official from the Ministry of Land, Infrastructure and Transport explained, “Improvements to spatial platform technologies such as K-GeoP and V-World enhance the accuracy, speed, and usability of spatial information,” adding, “It enables the distribution of large-capacity and restricted-access spatial information, such as satellite imagery, and by applying artificial intelligence (AI) technology, not only spatial information experts but also the general public can easily obtain the information they need.” 

 

 

 

Entering a society where the future is predictable

 

In particular, through the second phase of the Digital Twin National Territory Platform advancement project, when Geo-AI is applied to the platform, it not only provides a simple map search function but also enables artificial intelligence (AI) to generate results that the user wants.

 

 

 

Through big data related to spatial information and deep learning of artificial intelligence, various spatial information analyses become possible, making it possible to provide conversational services with artificial intelligence (AI) specialized in spatial information.

 

 

 

Through the connection and analysis of various practical administrative information networks that citizens can experience in their daily lives, such as population movement, traffic volume analysis, commercial area analysis, and climate and environment, users will be able to obtain the information they desire.

 

 

 

Furthermore, in general administrative tasks, AI can analyze information obtained through real-time remote sensing, such as drone footage, CCTV, and environmental scanning LiDAR, effectively supporting rapid on-site response by local government officials. Additionally, through a standardized and automated system, even beginners can use it easily.

 

 

 

The implementation of the Digital Twin National Territory has expanded into a system that encompasses the safety of underground spaces, adopting the improvement plan for the integrated underground space map—aimed at strengthening safety management such as recent ground subsidence—as a major project for this year.

 

 

 

The plan is to enhance the Integrated Underground Space Map by linking data such as ground subsidence history, cavity information, construction project data, and flood and inundation history, and to use it as a reference for ground subsidence risk analysis, including correlation analysis. Additionally, the plan includes continuously providing budget support for actual measurements of water and sewage facilities to improve accuracy.

 

    

 

In particular, we plan to review a method to provide the integrated map, which was previously provided as a paper map for security reasons, as an online data file instead of a paper map by introducing a large-capacity file transfer system and applying security solutions.

Minister Park Sang-woo stated, “Spatial information is a core infrastructure of the Fourth Industrial Revolution era, and high-precision 3D spatial information must first be established for robots and Urban Air Mobility (UAM) to be commercialized,” adding, “The government and the private sector will join forces to ensure that citizens can lead more convenient and safer lives through active investment and support for spatial information policies, such as digital twin national territory.”
