As the Korea Land and Geospatial Informatix Corporation (LX) prepares to fully launch its public land compensation operations in the first half of 2027, WAVUS has been selected as the first company to build the digital system that will support those operations.
WAVUS, a specialized company in building AI platforms based on geospatial information, announced on October 6 that it had won the approximately KRW 1.046 billion “LX Land Compensation System Development Project” commissioned by LX and has begun full-scale system development.
In terms of project value alone, the project may not be considered a large-scale public-sector IT initiative. Its significance, however, lies elsewhere. It is a preliminary project to design the digital infrastructure that will support LX’s expanded role as a national land compensation agency.
◇ Digital Transformation to Replace Manual Documentation
Public land compensation operations currently rely heavily on manual, paper-based processes, resulting in lengthy documentation and verification procedures and difficulties in checking the basis for compensation calculations. Through this project, LX plans to automate these processes to improve operational efficiency while enhancing administrative transparency and reliability.
The newly developed system will be connected to internal and external systems of relevant organizations in real time or near real time, enabling LX to ensure data integrity and establish an integrated management system for data that has previously been dispersed across different organizations.
◇ Key Technology: “Time-Based Snapshots”
One of the most notable features of the new system is its “time-based snapshot” technology, which completely freezes compensation records at each major legal stage. This ensures that the figures used and the basis on which compensation amounts were calculated at any given point in time remain permanently recorded.
Because traceability is directly linked to evidentiary value in compensation procedures, the system can serve as a safeguard against legal disputes by enabling LX to present the basis for decisions made at the time, even if objections or lawsuits are filed later.
In addition, the system is designed to synchronize subdivision surveying results with linked maps in real time, allowing LX’s cadastral expertise to be directly incorporated into the system. It will also be integrated seamlessly with LX’s internal electronic approval system and ERP accounting vouchers.
◇ Expansion into AI Image Analysis and Digital Twins
WAVUS views this project not as a one-off contract, but as a stepping stone toward developing an intelligent land compensation platform.
Park Chang-hoon, CEO of WAVUS, said, “This project is highly significant in that it establishes the foundation for the digital transformation of land compensation operations by combining LX’s cadastral and geospatial information capabilities with WAVUS’s experience in developing land compensation systems. Based on the foundation established through this project, we will continue to develop it into an intelligent compensation platform by incorporating advanced geospatial technologies such as AI image analysis and digital twins.”
Park added, “We will focus our capabilities on successfully completing a national compensation system with perfect data consistency and accuracy, enabling LX to operate its compensation business efficiently.”
With approximately a year and a half remaining until the first half of 2027, when LX has announced that it plans to fully launch its public land compensation operations, the success of the project is expected to depend on how far the system’s consistency and accuracy can be improved during this period. /csjung@sedaily.com
