Wavus, a GeoAI company specializing in geospatial information technology, has won the “AI-Based Integrated Licensing and Permit Pre-Diagnostic Service” project, one of the “Top 10 AI Public Welfare Projects” promoted under the Lee Jae-Myung Administration.

This achievement is considered particularly significant as it marks the company’s first major government project since Wavus officially declared its transition into a specialized “GeoAI company.”

For this project, Wavus plans to deploy its proprietary geospatial AI solution, “GeOnAI,” as the core technology platform.



On the 5th, Wavus held the “Joint Kick-off Meeting for the Top 10 AI Public Welfare Projects” at Nuritkum Square in Sangam-dong, Seoul, together with the Ministry of Science and ICT, the National IT Industry Promotion Agency (NIPA), and participating demand agencies.

This KRW 10.7 billion project, which will be carried out over a two-year period, aims to develop an AI-powered land development licensing and permitting agent service. The system will analyze complex land information, laws, regulations, and administrative procedures using artificial intelligence, enabling citizens to easily determine in advance whether land development activities—such as construction and landform modification—are permitted and what procedures are required.

The core objective of the project is to significantly improve public convenience by removing the complex administrative barriers surrounding licensing and permitting processes that previously required assistance from specialists to fully understand.

In this regard, Lee Dae-Seop, Director of the National Spatial Information Policy Division at the Ministry of Land, Infrastructure and Transport, stated:“We plan to support citizens so they can more easily and quickly access permitting-related information through AI technology. Going forward, we will continue expanding citizen-centered AI services across various areas, including the digital twin national platform and DX/AX innovation.”


“GeOnAI” Core Technology: Full Integration of Geospatial Information and AI


Wavus plans to deploy its proprietary geospatial AI solution, “GeOnAI,” as the core technology platform for this project.

GeOnAI is a platform that precisely controls and analyzes geospatial information using AI and ontology-based knowledge structuring technologies while also supporting object detection and 3D terrain/building simulations. The platform will serve as the foundational technology enabling AI to automatically interpret vast volumes of legal and land-related data to diagnose permitting feasibility.

The core capabilities of GeOnAI are structured around three major functions.

First, it provides AI- and ontology-based geospatial information control and analysis. By structuring multi-layered legal and regulatory data—including zoning regulations, building coverage ratios, floor area ratios, the Farmland Act, and the Forestry Act—into a knowledge framework, the AI can understand not only the data itself but also its semantic meaning and contextual relationships, allowing it to instantly determine permitting feasibility.

Second, the platform offers object detection and real-time analysis capabilities. Through satellite and aerial imagery analysis, it automatically identifies and classifies terrain features and buildings, enabling users to assess development feasibility and regulatory conflicts without requiring on-site field surveys.

Third, GeOnAI supports digital twin-based 3D simulations of terrain and buildings. Planned development sites can be visualized in three dimensions so users can intuitively review site conditions and regulatory constraints while also estimating potential building scale and project costs in advance.

Transforming the Public Licensing and Permitting Experience Through AI-Driven Removal of Administrative Barriers


This service aims to fundamentally transform the pre-permitting verification process, which until now typically required reliance on specialized consulting agencies or architects, into a system that citizens can directly use themselves.

Once implemented, users will simply enter a land parcel number, and the AI will automatically provide:

Required permit types

Administrative processing sequence

Estimated processing periods

Necessary documentation

In addition, various related costs—including farmland conversion fees and forest land conversion charges—will be automatically calculated, enabling more economical and rational decision-making from the earliest planning stages.

A Wavus representative stated:“Through this service, we aim to establish a successful model for automating complex administrative and permitting tasks using AI. Based on this achievement, we plan to accelerate expansion into broader geospatial AI service areas, including smart cities and digital twins.”

From an SI Company to a Specialized GeoAI Enterprise: Leading the Future Spatial AI Convergence Ecosystem


This contract award is considered especially meaningful because it marks Wavus’ first major government project since officially declaring its transformation from a traditional spatial information system integration (SI) company into a specialized GeoAI enterprise during its vision declaration ceremony held on the 17th of last month.

Industry observers view this achievement as formal recognition of Wavus’ technological competitiveness, built upon decades of accumulated geospatial information expertise combined with advanced AI platform technologies.

Building on this project, Wavus is further strengthening its strategy to position itself as a leading company driving intelligent AX (AI Transformation) in the geospatial information sector.

The company’s immediate priority is to establish a successful reference model for GeoAI Agents. Through this pre-diagnostic licensing and permitting service, Wavus intends to complete a proven operational model that integrates complex administrative and legal data with geospatial information and processes them through AI-driven execution. The company plans to use this as a reference model for expansion into other public administrative sectors.

In addition, Wavus intends to benchmark advanced regulatory automation cases from leading digital twin and GeoAI countries such as the United States, Europe, and Singapore to strengthen the global competitiveness of its solutions.

The company also plans to continuously identify and develop new platform services based on GeOnAI, including:

Smart city solutions

Carbon reduction monitoring

Autonomous driving infrastructure analysis

as part of its strategy to lead the emerging spatial AI ecosystem.
