Ethiopian Land Information Management System (LIMS) organizer contract on the 30th of last month

[Jo Young-kwan, reporter of Maeil Construction Newspaper] Wavus, a spatial information-based  SI (system integration) company, is expanding its overseas market. Starting with its entry into Central Asia in early 2010, it has been increasing its overseas business, and on  the 30th of last month, it won a contract as the organizer of the Ethiopian government's Land Information Management System (LIMS) construction project. This is considered the first case in which a small and medium-sized enterprise became a host in an overseas  ODA (public development assistance) project.

 

 Regarding the project order, a Wavus official said , "Wavus has technology and experience related to national land information management systems, intellectual civil complaints and surveying systems, and address systems that have been built and operated from the early  2000s to the present," adding , "We have accumulated technology over the past  20 years."

Wavus was spun off by the GIS (Geographic Information System) team of Ssangyong Information and Communication, a computer system integration advisory and construction service company, in 2004 and has grown mainly in the SI (system integration) business using GIS. It is a representative land partial spatial information  SI company that has developed and operated real estate-related systems of national and public institutions, starting with the establishment of a parcel-centered land information system. Various SI projects such as urban facilities, ecological environments, and IoT (Internet of Things) are being carried out.

 

 The Ethiopian government's land information management system (LIMS) construction project is worth $ 22.23 million (about 30  billion won). Among them, Wavus' contract amount is about $ 10.85 million. The contract period is three years from  November 30,  2023. Wavus will operate and support the system for the next two years. Wavus formed a consortium with two survey and  ICT (Information and Communication Technology) builders while participating as organizers. Wavus (system construction), advanced spatial information (surveying), and Daishin Information and Communication (data center construction) participated in  the 48 :30:22 stake, respectively.

 

 Ethiopia's land information management system is a project to build digital intelligence maps for four regions ( 400 in total), digitize collection documents, build six systems, including land surveying systems and new address systems, and build ICT (information and communication technology) infrastructure in four cities. A Wavus official said, "The goal of the project is to improve the government's quick decision-making and groundbreaking public service by using the Land Information System (LIMS) when establishing policies such as the introduction of advanced land systems and urban development plans."





 KLIS deployment experience and recognition of spatial information solution technology



Wavus's project to build the Ethiopian Land Information Management System (LIMS) is significant in that it has been recognized for its experience in building the Korea Land Information Management System (KLIS) and its technological prowess in spatial information solutions. KLIS is a representative land administration support system established in  17 metropolitan cities and provinces and  229 cities, counties, and districts across the country by integrating cadastral drawings and land registers. Wavus has been building technology by participating in the  "Ministry of Land, Infrastructure and Transport's KLIS Advancement" project every year, from the first construction of the Korea Land Information System (KLIS) in  2003 to the maintenance project.

 

 In particular, as the project to build the Ethiopian Land Information Management System (LIMS) applies Wayverse's spatial information solution, "GeonPaas," it is evaluated that the export effect is great as it uses a domestic spatial information engine and database management system (DBMS) to prevent foreign currency leakage and is carried out by a consortium of specialized small and medium-sized companies. This contrasts with the construction of foreign spatial information engines and  DBMSs when conducting overseas projects in the past.

 

In addition, for Wavus, the project to establish the Ethiopian Land Information Management System (LIMS) is considered a  "signal" of expanding the  "building of land information systems in developing countries in Africa."  "Based on this project, we have a great advantage to enter a number of  SI projects such as Tanzania and Tunisia in the future," a Wavus official stressed.

 

 Wavus has expanded its overseas business based on spatial information, starting with the establishment of a crime prevention, disaster prevention, and integrated control system in Central Asia in the early 2010s. While carrying out a project to build a distribution facility system in Kazakhstan and Bangladesh, derivative projects and operational management are still in progress. In addition to the smart city project currently being promoted overseas, it is also carrying out projects such as traffic control projects.

 

 Regarding the establishment of overseas smart city projects, a Wavus official said , "We have won orders for traffic control projects in addition to the smart city projects currently being promoted. We plan to build more diverse services by expanding the service fields such as medical and energy from existing crime prevention, disaster prevention, fire fighting, and transportation services." 

 

 

 

Target to build Tanzania land information system scheduled for 2024 



Wavus plans to expand its Traffic Management System and Smart City projects, which have been promoted since 2012, to neighboring cities and neighboring countries.

 Starting with this project to build the land information system in Ethiopia, the organization and manpower are being reorganized with an emphasis on entering African  ODA projects such as Tanzania's land information system construction (US$65 million) and Tunisia's land information system construction (US$60 million). The goal is to develop a spatial information business area in regions such as Southeast Asia and Mongolia starting with Kazakhstan in the future.

 

  "Wavus will actively participate in overseas projects in the future to enhance the status of the Korean spatial information industry," said Kim, Hak-sung, CEO of Wavus.
